This is ALPHA (very ALPHA) test code. It's performance isn't yet optimised
in fact in places like UDP/ICMP its deliberately slow to force some race
conditions to get tested. The layering changes are _BIG_.

o	IP multicasting
o	Layering
o	Variable length headers
o	The snapshot has some AX.25 code in - its not finished properly

Whats changed

o	sk_buff handling
o	Protocol interlinking

Be careful with

o	IPX - ought to work but..
o	SOCK_PACKET dead, deceased defunct (for the moment)
o	Multicast - especially multicast over anything using ARP except for
	ethernet.


Changes, fixes, improvements - people who want to help on the streams code
