I found this program on "Dutchman", a Dutch BBS. The archive contained
a 'readme' file, how to use ICCA. Here follows the translation:

ICCA - I Can Capture Anything.

Icca is a program to redirect output streams to files. The usage is
as follows:
1. Start ICCA.PRG. The program will return to the desktop immediately.
2. If you want to redirect output, press <Control>+<Alternate>+I
   simulatiously.
3. Choose the outputdevice to capture.
4. Type the name of the file. It may contain a path.
5. To stop capturing, press <Control>+<Alternate>+I again. This time
   the file is closed.

You can start capturing to another file now starting with 2 again.
