Short: Replaces PowerPacker's (de)crunch cmd

PackIt is yet another shell only Data file PowerPacker cruncher/decruncher.
Features:
    1) One program for crunching and decrunching.
    2) Will not crunch executables unless told to do so.
    3) Will automatically determine if a file is PowerPacked or not and
       then either unpack it or pack it.
    4) Can recrunch a packed file with new options
