New version 1.1, features:
-supports general screen promotion rules
-keeps lists of exceptions (screens and tasks)
-exceptions could be promoted differently or kept
-can use BestModeID() under 3.0 to determine best suitable screen mode
 (offers some options to control)
-preferences editor with font-sensitive, localized GUI
-saves preferences to IFF file
