Short: Date, version 5, now handles the next century

Replaces: Based on Date, version 4, could replace it
Comment: This new version 5 of the date command now has another
century added to its range, and can correctly print dates to
December 31, 2099.  I won't live that long, and the CoCo may not
either, but a bad date after Dec 31, 1999 needn't be one of the
reasons it dies!
