ISSUE
=====
Defragmentation level appears high under Windows 98, running Norton Speed Disk can seemingly increase fragmentation.


SYMPTOMS
========

Norton System Doctor's fragmentation sensor indicates a high level of fragmentation and suggests running Norton Speed Disk even after Norton Speed Disk has recently run.  Norton Speed Disk may indicate a high level of fragmentation and recommend a full optimization.


CAUSE
=====

The application-logging feature in Windows 98 will purposely fragment a set of files to improve their loading time.  Norton Speed Disk utilizes this information and will properly lay out the file as requested by the application log.  However the components that generate the fragmentation level do not take this into account that some files should be fragmented and report the actual fragmentation level.


RESOLUTION
==========

Wait for an official Windows 98 compatibility update to Norton Utilities 3.0

Unzip and place the file into your Norton Utilities folder (normally located in c:\Program Files\Norton Utilities)


STATUS
======

Symantec has confirmed this to be a compatibility issue with Windows 98.

An unsupported fix is now available, but has not been fully regression-tested by quality assurance and should be applied only to systems experiencing this specific problem.  This fix is being provided as is and Symantec can not offer technical support until such time as this fix is provided via normal support channels (product upgrades and LiveUpdate).
