  Screen Ruler is a great virtual ruler ready to be dragged 
  around on your computer screen. This Windows 95/NT 32bit 
  application is very useful to measure objects in Pixels, 
  Inches, Picas, Centimeters, Percentage of Length and Custom. 
  It features a horizontal or vertical orientation, a dynamic 
  mouse tracking measurement, custom length, plus it can also 
  float above all other windows. It will even measure diagonally. 
  Very handy when designing Web Pages and other screen layouts.

Features

  * Screen Ruler now has a Custom measurement feature. 
    See note below.

  * Besides added enhanced measurements, Screen Ruler now also 
    enables you to measure diagonally. That's right! By pressing 
    the "F7" key at any of the settings, measurements of the 
    distance between the ruler's zero point and the mouse cursor, 
    will be displyed. Even though you cannot actually tilt the 
    ruler, measurements can still be made of this diagonal line.

  * It saves last location and orientation. When you exit Screen 
    Ruler, it remembers where it was located on the screen and 
    what orientation it had last. Next time you run it again, 
    it returns to this location and orientation. However, if 
    conditions are such that doing so would place the ruler out 
    of sight (i.e., invisible on the screen), it will flip itself 
    in view on the desktop.

  * Double-click on the ruler itself to make it flip from
    horizontal to vertical orientation and vice-versa.

  * Left-click on the ruler to drag it to a new position.

  * Right-click on the ruler to popup its menu.

  * Use the arrow keys to move the ruler 1 pixel at a time.
    The CTRL-Arrow Key combination allows you to move it by
    10 pixels at a time. Its movement is restricted to the
    visible area on the screen, so it won't get lost.

  * When in Pixel Setting, if you press the SHIFT key, the
    display changes to a hexadecimal notation of the pixel mark.

  * Clicking on the leftmost square icon will exit the program.

  * Clicking on the second square icon (with hatch marks) will
    flip the ruler. This is equivalent to double-clicking on the 
    ruler itself to change its orientation.

  * Clicking on the double-arrow icon allows you to drag the 
    right (or bottom) side of the ruler giving it a new custom 
    length. The minimum length is 300 pixels. The maximum length 
    is 1200 pixels. While you drag the double-arrow icon, the 
    ruler tracks the new length in the measurement display.

  * The ruler dims its title "Screen Ruler" to gray when it's 
    NOT the currently active application (the one on the front) 
    even if it is marked to always be on top of all windows. 
    Click on the ruler or use ALT-Tab to make it active.

  * Screen Ruler uses a specially designed cursor. Its 1 pixel 
    tail-like line protrudes beyond the ruler itself as an aid 
    in precisely measuring objects down to the pixel. The cursor
    must be over the active or inactive ruler for it to change
    to its unique shape.

  * The mouse tracking mechanism constantly watches the cursor
    position and informs you of its location relative to the
    bottom left corner of the ruler (the zero point). Even when
    the ruler is NOT the currently active window.

  * Releasing the ALT key (or F10) pops up the menu. You can 
    then use the mouse or the arrow keys to make your selection. 
    Use the ESC key (or click elsewhere) to send the menu away.

  * If your computer is equipped with a sound card, capable of 
    playing wave files, one of the menu items will say "Make 
    Click Sound", otherwise it will just say "Make Beep Sound."
    When this menu item is checked, it allows a "click" sound
    to be heard when you move the ruler with the arrow keys.

  * If you need two or more rulers on the screen at the same 
    time, just double-click again on the Screen Ruler application 
    icon. Another copy of it will run with its own settings.

  * The "About Screen Ruler" menu item has our address, e-mail, 
    home page, etc. It also contains notice of the fact that
    Screen Ruler is NOT free. It is being distributed on the 
    shareware honor system. That is, to continue its development
    we depend on continued user support in the form of payment of
    the shareware registration fee of only US$15. It's really
    up to you! If you have registered your copy, thanks.

  * The About Box contains a colored "link" (the company name) 
    that, when clicked, will direct your Internet web browser, 
    if installed, to our home page on the World Wide Web. You
    can then check on other developments or the latest version.

  * Please contact the author if your name is not properly spelled 
    in the About Box of this version of Screen Ruler (2.1).

  * The "Help" menu brings up the document you are now reading.

  * The "Always on Top" menu item essentially makes the ruler
    always float above all windows. Technically speaking, it can
    go under other windows who share the same TOPMOST status.
  
  * The "Slide to Zero" menu will shift the ruler horizontally
    or vertically to the left or top edge of the screen.

  * You may also use accelerator key combinations (such as
    CTRL-F, CTRL-S, CTRL-A and CTRL-M) for its features.

  * The "Minimize" menu item will shrink the ruler to an icon
    on the Windows Taskbar.

  * When you exit Screen Ruler, it automatically saves its 
    settings in the Windows Registry.

  * If you hold down the CTRL key when you start Screen Ruler,
    it bypasses reading its preferences from the Windows Registry.
    In this case Screen Ruler will use its default settings.

  * You may clear Screen Ruler's Registry entries by holding 
    down the SHIFT and CONTROL key as you exit the application. 
    After doing this, the ruler will revert to its default values.
    IMPORTANT: It is NOT recommended that you clear any Registry
    keys while you have the file REGEDIT.EXE open.

Better Fonts
---------------------------------------------------------------

  Screen Ruler makes use of two fonts designed specifically for 
  the computer screen. One is called "Verdana" and the other is 
  "Verona." Verdana is widely distributed free of charge by 
  Microsoft Corporation. Verona is a free Windows font similar 
  to a rendition of a Mac font called Geneva. It is well suited 
  for displaying small numbers and letters very legibly.

  Display of the dynamically tracking measurement number looks
  a lot better if you keep the "Verona" font in the same folder 
  where Screen Ruler is. This way, Screen Ruler automatically 
  load it in memory as needed. We highly recommend that you use 
  these fonts (although this is not required to use the ruler).
  If you run Screen Ruler without the "Verona" font for the first
  time (since clearing the Registry Preferences), you will get
  a reminder alert. This reminder won't appear again, unless you
  clear Screen Ruler preferences and the "Verona" font is missing.
  Also, if you delete the font Verona, it will use the font Arial.

Custom Measurements
---------------------------------------------------------------

  Screen Ruler sports a new Custom Setting that allows you 
  complete freedom in what and how it measures things. The 
  markings and its name are completely editable based on 
  your input. Hopefully, you will find this useful.

  You can access its parameters via the menu item "Edit 
  Custom Settings." It brings up a non-modal dialog where 
  you can play with different "scenarios" of ruler markings 
  and apply them to see how they look. After having applied 
  different settings on the ruler itself, you can change 
  your mind and revert back to its original settings by 
  clicking Cancel.

  The  "Screen Ruler Custom Settings" dialog has a "sample" 
  ruler on the bottom portion of the window that dynamically 
  reflects the current numbers for major units, medium marks 
  and minor marks as well as the name you may call it by. 
  Whenever any of the number text edit fields have the focus 
  (ready for editing), a small and subtle gray double arrow 
  appears next to it, indicating that you can also use the UP 
  or DOWN arrow keys in your keyboard to increment or decrement 
  the numbers in there. Press the CTRL key and the numbers 
  increment/decrement by 10s. The OK and Apply buttons remain 
  disabled until you change any of the settings.  The escape 
  key (ESC) is the same as clicking on the Cancel button and 
  the Return (or Enter) key is the same as clicking on whichever 
  button has the focus. There is a subtle visual feedback as the 
  appropriate button "blinks" to confirm the selected choice 
  when done via the keyboard.

  You can move this dialog box anywhere and then use the arrow 
  keys to change the numbers repeatedly until the Major, Medium 
  and/or Minor marks are just where they should be for your 
  particular application. Entering nothing in the number text 
  field (or zero) won't draw a mark for that setting. Try it. 
  The maximum number that can be entered is 1200.

  Here's one suggestion: say you have a map on the computer 
  screen. The scale shows that 48 pixels = 1 Km. You get the 
  Custom Ruler Dialog Settings and name it "Kilometers," put 
  major markings at every 48 pixels, medium marks at every 
  24 pixels and minor markings at every 12 pixels. Presto! 
  You now have a Kilometer Ruler! Using the new diagonal 
  measurement feature (F7 key) you can measure distances 
  anywhere on your map, (not bad!).

Note

  We suggest you keep Screen Ruler handy by dragging its icon 
  over the Widows 95/NT "Start" menu button (on the Taskbar).

  In all likelihood, this version has already been updated.
  Get the latest version. If you haven't registered yet, please 
  do. You will receive notification of new releases.

  If you get the message "This is an old version of Screen
  Ruler," is because it has been over a year since it was 
  released (time to get an updated version), or your computer
  clock is not set to the current date.

  Screen Ruler v2.1 has had a fix where previous versions, 
  under Windows NT, reported it using 95%-97% CPU usage. 
  Although minor in scope, this correction was necessary to 
  make it behave better under Windows.

  Due to some inescapable rounding errors when dealing with
  fractional numbers, certain measurements (like Centimeters 
  and Percentage of Length) may not match up the actual 
  position of the cursor with the reported tracking number. 
  This is due to the fact that lines on the computer screen 
  and the cursor position can only be on whole integer numbers 
  [of pixel lines]. This also explains why there is no lines
  at the milimiter level.

Uninstalling
---------------------------------------------------------------

  Uninstalling Screen Ruler is very simple. Before you uninstall 
  it, run Screen Ruler one last time, then exit the program while 
  holding down the CTRL and SHIFT keys. You should then click 
  YES on a dialog that appears to confirm that you want to delete 
  Screen Ruler's preferences from the Registry.

  Everything Screen Ruler needs is contained within its folder:
  SRULER.EXE (the executable application), VERONA.FON, SRULER.TXT 
  (this text document file) and possibly other files. All you need 
  to do is to drag this folder to the Recycle Bin to delete its 
  content. It's that simple.
