The RealiTools Video Lines plug-in can be found under the
Effects panel, on the Image Processing tab as an Image Filter
plug-in.
You can create horizontal
or vertical lines, and have them as bright or as dark as you want.
You can make the lines as wide as you want, and blur them. You can
set the properties of this effect in the Options panel. First
is the Type of the lines. Horizontal will run left to right
across the image, and vertical will run from top to bottom. The Line
Frequency control lets you set how wide the lines are, in pixels.
Next is the Bright variance. The plug-in actually makes two
kinds of scanlines on any given image: bright and dark. This control
lets you set how much brighter to make the image on bright lines.
This can go from 0 to 255, where 255 will make the lines completely white,
and 0 will have no effect. Similarly, the Dark variance is
how much darker to make the image on dark lines. This also
goes from 0 to 255, with 255 being completely black lines, and 0 no dark
lines at all. Invert lines simply changes the order of dark
lines and bright lines. By default, the first line is bright.
Finally, the Soft lines option lets you soften the edges of the
lines. By default, they are hard-edged. At one pixel wide,
this is what you want. But, if you want wider scanlines (4 or 5 pixels
and up), turning this on will probably look better.
